Why this one gets booked privately

There is no useful direct public route. Doing it on buses means going inland to Rivas and back out to the coast, which turns ninety minutes into most of a day.
The turnings off the main road are unmarked and easy to miss, and phone signal is not reliable for checking a map at the moment you need it.
With boards it stops being a bus trip at all.
A private car also means you choose when to come back, which matters when you are there for the surf.
